The Autonomy dilemma

What is the point of having been granted Autonomy if the executive arm needed to make it work, to enhance and improve the quality of life of the Rodriguan people is withheld ?

After a long sustained struggle for more control over our own affairs, autonomy arrived in 2002 through a constitutional amendment.The Rodrigues Regional Assembly Act was supposed to give far reaching devolution from the rigidities of Port-Louis.

After a decade of autonomy and three (3) different report (2003, 2008, 2013) the Pay Research Bureau (PRB) has not been able to give the Rodrigues Regional Assembly a proper structured and well-staffed civil service in line with its constitutional power to make the autonomy work in the interest of the Rodriguan people.Read More...

The public services that do exist today in most cases are kept afloat by a skeleton staff overworked and undervalued. We strongly believe that restoring and improving the public services by providing the financial basis, appropriate structure as well as necessary human resources is one of the key solution to the socio economic problem the island is facing and is fundamental in building a culture of service that respond effectively to the need of the Rodriguan people and at the same time set the basis for an equitable, prosperous, democratic and sustainable Rodriguan society.

What needs to happen?

The Rodrigues Regional Assembly and the Executive Council requires structures corresponding to their constitutional powers and Rodriguan citizen requires appropriate structures that would deliver the goods and respecting their human and constitutional rights. Rodrigues has no capitalist structure and it is evident that the Rodrigues Regional Assembly has to initiate things, compared to Mauritius where the state is an economic facilitator for the private sector, in Rodrigues the R.R.A is a social facilitator for the Rodriguan society, if this difference is not clearly understood the Rodriguan society is doomed to suffer from unemployment and underdevelopment.

It is in this particular context following the publication of the last PRB Report that the unions, the management and the Regional Government has as one people asked for an independent consultant to make appropriate recommendations for a strong public service with appropriate structure and adequate manpower to give the autonomy of Rodrigues its true meaning.

Following negotiations by the Chief Commissioner the Prime minister has agreed in principle for the nomination of an independent consultant to deal with the restructuration of the civil service in Rodrigues. Apart from making some strong recommendations going in that direction, Mr Dev Manraj in its errors, omissions and anomalies report makes the following appropriate remark, we quote; Although Section 26 of the Act provides for a lot of delegation of responsibilities to the Local Administration, the real administrative autonomy has never materialised because of certain legal impediments.

In line with the appointment of the independent consultant , the report also reproduce in its chapter under pertinent issues, the terms of reference of the independent consultant as worked out between the Head of the Civil Service and the Island Chief Executive in consultation with the Unions.

Pertinent Issues

  1. Several requests were made to the Committee for the creation of new grades in the context of re-organisation of some sectors, inter-alia, the Agricultural Services, ICT Department, Emergency Radiography Service, Inspectorate Cadre, Housing Unit, Water Resources Unit, Fire Services, Fisheries sector and Forestry Services. The Committee was made aware that an Independent Consultant would be appointed with, inter-alia, the following Terms of Reference:

    1. to receive representations from Trade Unions and Public Officers of the Rodrigues Regional Assembly (RRA) regarding the restructuring of the various divisions of the RRA and merging of grades;

    2. to examine such representations and propose a new organisation structure for the different divisions of the RRA that would enable the Regional Assembly to discharge its functions under the RRA Act more efficiently and effectively, taking into account the specificities of Rodrigues; and

    3. to determine the minimal establishment in respect of each grade/cadre/class to be recommended in the new grading structures.

The way forward

The key to the proper running of the Rodriguan affairs and its development will be highly dependent on the capacity to design a proper organizational structure for the Civil Service in Rodrigues with appropriate and adequate staff and by significantly improve the conditions of employment of public officers falling under the Rodrigues Regional Assembly.

Rodrigues has its own political structure and its own civil service to serve the Rodriguan population and to look after its own destiny, the consultant to be appointed should make appropriate recommendations going in that direction. This is why we are preparing our submissions after having taken into consideration the following;

  1. The effective pay and grading structures that would empower the Rodrigues Regional Assembly with the necessary manpower to fully achieve its prescribed responsibility.

  2. Appropriate and necessary structures to allow the Rodrigues civil service to operate in a regular manner and in conformity with provisions of the RRA Act, the constitution and relevant laws, enactments, regulations and documents.

  3. The need to empower the Rodrigues Regional Assembly to achieve the autonomy of Rodrigues, taking into account sections 28 and32 of the RRA Act.

  4. Minimal establishment in respect of particular post for functional purposes. Into the future

Our ultimate goal is to ensure that public services in Rodrigues are adequately funded and staffed with well-trained workers delivering quality public services to the Rodriguan population that are designed to invest in the future of our society, having social objectives, adequately funded, meeting high ethical standards, involving workers in the design and delivery decisions, delivered by well trained workers with full worker rights, responsive and accessible to the society needs, providing the necessary infrastructure for a healthy economy and are democratically run, with open and transparent decision making.
